an HTML page.

use SVG for /favicon.ico if browser asks for it
...
This makes Chromium use the SVG favicon universally including as the
favicon for non-HTML files.

This fixes a PageSpeed warning caused by the ratio not being available
before the image is loaded, although in this case the image is tiny and
pushed to the client anyway.
